25 BCS cadres observe pen-down strike

Officials from 25 BCS cadres across the country observed a pen-down strike on Tuesday, protesting administrative discrimination and the unequal treatment of non-administration cadres.

In response to the call from the Inter-Cadre Discrimination Elimination Council, officers from 25 different Bangladesh Civil Service (BCS) cadres staged a pen-down strike from 9 AM to 12 PM across various government offices. The program excluded emergency services such as hospital emergency units.

The protest comes in the wake of alleged discriminatory actions by the administration cadre, including the suspension and initiation of departmental proceedings against 12 non-administration cadre officers for social media comments. Protesters claimed that despite misconduct by some administration cadre members—including internal ministry clashes, processions, and showdowns—no punitive actions were taken against them.

The council further criticized the Public Administration Reform Commission for allegedly favoring a single cadre group in its recommendations. They specifically objected to a 50% quota for administration cadre officers in the proposed Deputy Secretary pool and urged for merit-based recruitment across all cadres.

The protest is part of an ongoing movement, with another nationwide pen-down strike scheduled for Wednesday. Previously, on May 20, members of the 25 cadres held a human chain at the Central Shaheed Minar in Dhaka, demanding cadre parity, abolition of quotas in DS pools, and ministry-based professional assignments.

Despite earlier assurances from government bodies, the council claims that the core issues remain unresolved, fueling their continued agitation.
