Despite repeated protests and hunger strikes, 65 candidates of the 43rd BCS have been excluded once again in the third and final gazette, allegedly due to conflicting reports from two government agencies.
The Ministry of Public Administration published the third gazette of the 43rd Bangladesh Civil Service (BCS) on Tuesday, May 20, listing 162 out of 227 previously excluded candidates. However, 65 candidates remain omitted, sparking renewed frustration among the aspirants.
Several of the excluded candidates, speaking on condition of anonymity, alleged that they had no political affiliations yet were denied appointment due to incorrect intelligence reports. “One agency report was clear, but the other contained misinformation. Because of this inconsistency, we were unfairly left out,” said a candidate. They urged the state to launch an impartial investigation and ensure their rightful appointment.
According to ministry sources, 1,896 candidates joined service on January 15 following the second gazette, which excluded 227 applicants due to either absence in medical exams or negative intelligence feedback. This exclusion prompted a series of demonstrations, press conferences, and eventually hunger strikes by affected candidates. On April 29, several began a fast-unto-death demanding inclusion in the gazette and a transparent verification policy.
Their protest led to partial success, with 162 of the 227 excluded candidates finally being included in the third gazette. However, the fate of the remaining 65 continues to hang in the balance.
The 43rd BCS circular was first published on November 30, 2020. Following preliminary, written, and viva examinations, the Public Service Commission recommended 2,163 candidates for appointment on December 26, 2023. After verification, 99 were dropped, and on October 15 last year, the ministry issued the first gazette appointing 2,064 candidates.
Subsequently, on December 30, the government canceled the earlier notification and issued a second gazette excluding 267 individuals—including 40 absent during medical checks and 227 with questionable verification results—leaving 1,896 candidates appointed.
With the third gazette now released, the struggle continues for the 65 hopefuls who believe they were unjustly denied their future in public service.
