The government has proposed a minimum tax of BDT 1,000 for first-time filers in the 2025–26 fiscal year to broaden the tax net and ease entry into the system.
In a significant step to promote tax compliance among new earners, Finance Minister Dr. Salehuddin Ahmed on Monday proposed a reduced minimum income tax of BDT 1,000 for individuals filing returns for the first time. The announcement came during the presentation of the national budget for the 2025–26 fiscal year.
Under the proposal, first-time taxpayers with an annual taxable income below BDT 4.5 lakh will qualify for the reduced rate. This contrasts with the current minimum tax rate for existing taxpayers, which ranges from BDT 3,000 to BDT 5,000 depending on geographic location—a structure that will remain unchanged.
“This initiative is part of our effort to make tax compliance more accessible and less burdensome for new earners,” said Dr. Ahmed during his speech in Parliament. He emphasized that expanding the tax base is essential for sustainable development and fiscal stability.
The government expects that the proposal will encourage greater participation in the formal economy, especially among young professionals and small business owners. Additional details and possible adjustments to the proposal may emerge following further parliamentary deliberations.
