Draft of personal data protection ordinance finalized

The Ministry of Posts, Telecommunications, and Information Technology has finalized the draft of the Personal Data Protection Ordinance, 2025, aiming to safeguard citizens’ personal information under a comprehensive legal framework.

According to a press release issued on Tuesday and signed by Public Relations Officer Muhammad Jasim Uddin, the ordinance is in its final stage following extensive consultations and revisions.

The ministry emphasized that personal data is the property of the individual, and its protection is a responsibility of the state. In the digital age, such data plays a critical role in both economic development and improving the quality of life.

The statement highlighted that while personal data is widely used in Bangladesh, the absence of a legal framework has allowed both public and private institutions to collect and manage such data without clear boundaries. This has led to unregulated and, in many cases, unnecessary data gathering, violating privacy rights and causing harm to individuals.

In response, the draft ordinance was developed to align with international standards and regional best practices. It aims to ensure that data collection, storage, and usage—whether domestic or cross-border—are lawful and based on user consent.

The interim government also focused on making the draft business-friendly, incorporating input from key business associations, international stakeholders, media, and public and private entities. The draft was shared online for public feedback and refined through multiple stakeholder meetings.

Officials said the ordinance is expected to pave the way for secure and ethical data handling practices while protecting individual rights in the digital era.
