July Massacre: Ex-IGP Mamun produced before tribunal

Former Inspector General of Police (IGP) Chowdhury Abdullah Al-Mamun — once a prime accused in the July–August Movement atrocities — was produced before the International Crimes Tribunal (ICT) amid tight security on Thursday morning.

Mamun, now a state witness, is the only accused in custody, while ousted Prime Minister Sheikh Hasina and former Home Minister Asaduzzaman Khan Kamal remain on the run.

Police brought Mamun to the tribunal in a prison van around 9:00 am.

The three-member judicial panel of Tribunal-1, headed by Justice Md Golam Mortuza Mazumdar, is set to fix the date for the long-awaited verdict today.

Hasina and Kamal, accused of orchestrating and inciting large-scale violence during the July–August 2024 uprising, have evaded justice for over a year. In contrast, Mamun, detained since last year, has turned state witness and testified in detail about the chain of command behind the atrocities. The prosecution has left his punishment to the discretion of the court but has demanded the maximum penalty for the two absconding leaders.

After 28 working days of testimony and cross-examination of 54 witnesses, Attorney General Md Asaduzzaman concluded the prosecution’s final argument on 23 October, drawing parallels with international war crimes trials of former heads of government. Chief Prosecutor Mohammad Tajul Islam and state defense counsel Amir Hossain later exchanged rebuttals before the tribunal set today’s session to determine the verdict date.

Testimonies against Hasina, Kamal, and Mamun began on 3 August, with survivor Khokon Chandra Barman recounting the brutalities that marked the July–August bloodshed. The phase of testimonies concluded on 8 October following the cross-examination of lead investigator Md Alamgir. Final arguments wrapped up on 23 October, paving the way for judgment.

The prosecution has brought five grave charges of crimes against humanity—incitement, use of deadly weapons, the killing of Abu Sayeed, the Chankharpul massacre, and the burning of victims’ bodies in Ashulia. The charge sheet detailed martyr lists, and testimonies from 84 witnesses. The tribunal’s investigation agency submitted its findings to the chief prosecutor on 12 May.
