The National Citizens’ Party (NCP) has urged that both national and local government elections be conducted under a non-partisan caretaker government to ensure neutrality at all levels.

Speaking to the media on Tuesday during a break in the second phase of the National Consensus Commission dialogue at Dhaka’s Foreign Service Academy, NCP Joint Convenor Sarwar Tushar stressed the importance of electoral fairness.

“Just as national elections should be held under a caretaker government, we believe local government elections must also follow suit,” Tushar stated.

He said the party supports a four-month tenure for the caretaker administration if local polls are added to the electoral roadmap, though they remain open to discussions about the duration.

The NCP also pushed for amending Article 70 of the Constitution to allow MPs more voting freedom on general legislative matters, while maintaining restrictions on confidence votes and money bills.

“MPs should be able to vote independently beyond party lines, which will enhance parliamentary democracy,” said Tushar.

However, the party proposed that constitutional amendments and presidential elections remain excluded from this flexibility, citing the political crises that past amendments have triggered.

“Such matters demand all-party, long-term dialogue to avoid further instability,” he added.

Summarizing NCP’s demands, Tushar said, “We want a political culture rooted in realism and national consensus.”
