BNP Standing Committee Member Salahuddin Ahmed has criticized the much-debated July Charter, describing it as merely a “document of understanding” that should not override the country’s constitution.
Speaking to reporters at his residence in Dhaka’s Gulshan area on Tuesday, Salahuddin cautioned that prioritizing the charter over the constitution would set a dangerous precedent. He noted that the document suggests all of its provisions, proposals, and recommendations be treated as constitutional, despite their legal inconsistencies.

“A document of understanding cannot become a super-constitutional instrument of the state,” he said. Referring to one of the charter’s recommendations, Salahuddin highlighted that it places the responsibility for interpreting its provisions on the Appellate Division of the Supreme Court.
“Can such jurisdiction be imposed on the Appellate Division?” he questioned.
