Upazila Nirbahi Officer (UNO) Ruli Biswas has played a vital role in ensuring discipline in the administration, accelerating development initiatives, and curbing corruption and irregularities in Koyra Upazila of Khulna. With her honesty, dedication, and devotion to public service, she set a shining example before recently being transferred to another post. Her transfer has left the people of Koyra with admiration, gratitude, and a sense of disappointment — many believe that such a capable and honest officer was needed for a longer period.
During Ruli Biswas’s tenure, the approach to project implementation in Koyra changed significantly. Administrative encouragement, timely monitoring, and a strict ‘zero tolerance’ policy against corruption brought much-needed transparency. In the 2024–25 fiscal year, the Annual Development Programme (ADP) and Revenue Development Assistance Projects in Koyra received a total allocation of BDT 18.34 million. A total of 57 development schemes were planned under this budget, including school renovations, road improvements, bridge construction, agricultural support, and various social welfare activities.
Some of these projects were implemented through tenders, some through quotations, and others through Project Implementation Committees (PICs). In every case, UNO Ruli Biswas was directly involved in both planning and supervision. Whenever any irregularity or negligence was found, immediate action was taken.
A headteacher of a government primary school said,
“The benches and educational materials we received were delivered on time and were of good quality. We didn’t need to pull strings — Madam herself oversaw everything.”
Ruli Biswas ensured that government aid allocated for women’s development, child protection, social safety, and education did not remain confined to any particular group or interest. Items like sewing machines for women, school bags for underprivileged students, sports materials, and special incentives all reached the genuine beneficiaries according to official lists.
Even when several elected posts in the Upazila Parishad remained vacant, she maintained administrative balance with a firm hand. Usually, the absence of public representatives leads to administrative disruption. But Ruli Biswas took the lead in conducting meetings, inspections, and implementing projects. She worked in coordination with the representatives and also ensured that developmental work did not halt in their absence.
Mawlana Masudur Rahman, a member of Maharajpur Union Parishad, remarked,
“She was strict but humane. She never showed favoritism and treated everyone equally. She always ensured public funds were not wasted.”
Her sudden transfer surprised many. From ordinary citizens to teachers, public representatives to journalists — everyone praised her for the way she fulfilled her responsibilities. Many feel that an honest, competent, and responsible officer like her should have stayed in Koyra longer.
Local journalist Abir Hossain commented,
“Many field-level officials remain confined to their offices. But Ruli Biswas was out in the field, overseeing work in person, listening to people. Officers like her are truly exemplary.”
Despite her transfer, the people of Koyra hope she will continue to serve the public at higher levels in the future. For a developing region to make real progress, leadership like hers — honest, humane, and visionary — is essential.
Ruli Biswas left behind not only a standard of administrative excellence but also a compassionate image of public service. She prioritized the welfare of the entire population over any specific group or class. Her work has become a source of inspiration for many. The people of Koyra believe that officials like Ruli Biswas can truly transform the face of grassroots administration and development in Bangladesh.
